regard to Mr. Speechly, that the Colonial Surgeon is of opinion that now, as in 1881, he is not physically suited for the kind of work which a Boarding Officer has to perform.
As he resigned the post of Boarding Officer for this reason in 1881, I cannot understand his having applied to be reinstated in the post.

At the recommendation of Captain Thomsett and subject to Your Lordship's approval, I have appointed Mr. W. Williams to the post of Second Boarding Officer, in place of Mr. Leatherbarrow, promoted.
