the Chinese Government, having resolved to extend the Customs Postal Service to all the

Treaty Ports, as a first step towards the establishment of a

National Post Office, I

have been appointed Postal Commissioner by Sir Robert Hart, the Inspector General of Customs, in order to make the preliminary arrangements for the introduction of the

new

system.

As the extension to all the open ports of the Chinese Postal Administration will with the necessity of maintaining the branches of the Hongkong Post Office, and other foreign postal agencies

do away!
