The Reformatory Schools Ordinance of 1886, of the Legislature of
Hong Kong
a transcript of which accompanied your Despatch No. 176
of the 29th May last.
I am however of opinion that provision should be made for compelling parents to contribute to the maintenance of juvenile offenders during detention in a reformatory school.
