Report on Ordinance 19 of 1886.
I have examined the accompanying Ordinance, entitled The Reformatory Schools Ordinance 1886, and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
This Ordinance provides for the establishing or certifying of Reformatory schools, for the commitment of youthful offenders thereto, and their detention therein.
The principle of this measure has been sanctioned by the Secretary of State in his despatch dated 13th October 1885, and in accordance with the directions therein contained this Ordinance has been drawn on the lines of
