letter of the 31st of May,

I am directed by the Secretary of State for the Colonies to transmit

to you to be laid before the Legislative Council,

the accompanying transcript of an Act

passed by the Legislature of Hong Kong

entitled An Ordinance to prevent the sale or on board ship conveyance

of spirituous or fermented liquor, and to prohibit the hovering near or about ships if any person, in a boat, for the purpose of selling such liquor

to signify to this Department their opinion, whether this Ordinance
