There being no immediate hurry about putting this Ordinance in force, I have deferred giving my assent, until after receipt of Her Majesty's gracious approval:

I have examined the accompanying Ordinance entitled "The Regulation of Ship Liquor Sale Ordinance, 1886," and I am of opinion, that the Ordinance is one which is not contrary to the Government instructions.
This Ordinance was introduced in consequence of representations made by Vice Admiral Vesey Hamilton respecting the taking of Spirits on board of Her Majesty's Ships in the harbour. On account of complaints from Captains of Merchant vessels &
