"to prohibit the hovering near about ships of any persons in boats for the purpose of selling or taking liquor on board ship of suchThis Ordinance was introduced in consequence of representations made to me by Admiral Vesey Hamilton. A prosecution against some persons for taking spirits on board one of Her Majesty's Ships in Hongkong harbour was instituted, but the Magistrate dismissed the case, because the accused asserted that the spirits were a gift from him, and no evidence was forthcoming that any money had been paid.
3. The Acting Attorney-General suggested that the provisions of the Bill should be extended to Merchant vessels, and this was done without encountering any opposition. Indeed, I believe that the enactment is approved of by Masters and Agents of Merchant Ships.
