I have examined the accompanying Ordinance, entitled "The Opium Ordinance, 1886" and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
It was enacted for the purpose of giving greater facilities in the detection of offences against the Opium Ordinance, 1880.
