But I have its base of supply thrown back to Saigon or Singapore would doubtless embarrass its Portuguese Government which, like ourselves, derives a very considerable portion of its Revenue from the Opium.
6. It is not impossible therefore that the Chinese Government may ask us to consent to allow. To do so would certainly be construed by the Portuguese Government as an unfriendly act on our part. Sir John Walsham and myself have thought that this point should be distinctly raised so that if need be I might ask your Lordship for telegraphic instructions.
