of the witnesses speaks to Cheang A yee selling sugar, another to his keeping goats. They both reside or are to be found in the neighbourhood of their alleged crimes for some years after committing them, yet it is only when they are engaged in the salt trade between Hongkong and some of the Chinese ports that their rendition is demanded. Cheang A yee has not sought a refuge here, for I believe that both Cheang Yu Achi and he waited a short time and would have resumed their ordinary business of traders in salt or perhaps salt smugglers.
The junck Cheang Yu came down in was an ordinary junck, bore no buoys, arrived but showed it had been employed in the salt trade.
As I examined the evidence I was strongly of opinion that the witnesses who have been called in this case had come down to give evidence against Chang Achi and had been converted into witnesses against Cheang Yu after he had been arrested. My suspicions were confirmed where I found on one of the last pages containing the evidence taken on the 14th April, the witness there says he came down to bring a charge against Chang Achi.
