In considering this 287 cases, the (1880) time which has elapsed since the commission of the alleged crime and the demand for the rendition should be borne in mind, and also the facts which I submit the evidence in this case and in that of Cheng A chi clearly prove, viz:-
That the acts of piracy with which Chang A-chi and Cheang et yu are accused were committed in the close neighbourhood of Ping Hoi, that they both reside and have resided for at least a year at their native village, which is near Ping Hoi.
