For the above reasons inter alia the Acting Attorney General stated his opinion that the Council would be assuming a very grave responsibility in handing over the accused to the Chinese Government.
5. The whole of the evidence having been carefully considered by the several Members of the Executive Council, the following resolution was unanimously passed on the 14th instant:
