Hongkong, 21. February, 1886,
by my
despatch of 30th December, 1882, of which a
copy revised to Enclosure 3, dated 18th December
is enclosed for convenience of reference. I believe it will be advantageous both on the score of economy and of physical fitness for duty to enlist men for five years only, and to replace them by new men.
A requisition will be forwarded for recruits when the time arrives.
I have the honour to be,
My Lord,
Your Lordship's Most Obedient Humble Servant,
M. Marsh
Capt. Supt. of Police
I have the honour to report for the information of His Excellency the Officer Administering the Government that I estimate that there will be nine vacancies in the European Force in the Autumn. The usual plan has been to obtain recruits from Great Britain, but experience has shown that men picked up in the Colony do not turn out very satisfactorily.
Hon. S. Stewart, LL.D.
Acting Colonial Secretary
