The Ministers beg to acknowledge the receipt of Mr. O'Conor's letter of recent date, of the contents of which they have informed the Tsungli Yamen. They have to state in reply that a telegram has been sent to the Viceroy at Canton calling upon him to inform the Provincial Treasurer that he must not act in this manner.
