I have appointed Fifth Clerk at

instance, direct the holding of

competitive examination, —
because the Magistrates reported that a knowledge of Hindustani
was
indispensable; and, as
only two
two out of the eleven candidates
for
the post Knew Hindustani, and one
of these was
ineligible
On
the score
of character, I did not hesitate to
appoint Mr Ismail, whose testimonials were of a high orde. No increased expenditure.
