The Governor of Macao will ask them whether they are subject to the charge of larcency from their own nationals. And the regular principle is that a country surrenders its own nationals.
I have to draw your attention to request the Portuguese Government to surrender Masia Guedes. This case is not precluded by surrendering nationals, if Her Majesty's Government are of the opinion that it is desirable.
The proximity of the two Colonies would make it very undesirable if the objection to surrendering nationals were maintained. The Governor of Macao should not be maintained.
