of those five shall always be a Chinese; while two others
shall be, as a -general rule, appointed on the nomination of the two principal Public Bodies in this community, Bench of elbagistrates, and the

Chamber of Commerce. These two Public Bodies comprise all the ~ chief tax-payers and rate-payers
of every nationality resident here; English, German, Chinese, Pansee, Jewish, etc.; so that the property, intelligence, and education of the entire community
are now
directly represented in the Conneil. My experience and observation teach me that this is the best form of representation.
