I would beg to suggest as a means of shortening & the labour of the negotiations that Y.E. should propose for my consideration a draft of such a treaty as would, in the opinion of H.M.G., respond to the circumstances.
Meanwhile I trust that Y.E. may be able to cause Wong Tai and Lau Yat to be rearrested. I handed over to the Canton Authorities the 11 criminals referred to in the present communication, and further that, until the Extradition treaty to be concluded can be put into operation, they will by their manner of carrying out the provisions of Art XXI of the treaty of Peking enable the Imperial Govt in proving to the Criminal classes in Southern China that they are not beyond the reach of justice even when they have escaped to Hong Kong.
