censured the high authorities of Canton for issuing the above-mentioned Proclamation, will have the effect of preventing the repetition of similar outrages either at Hong Kong or in other British Colonies. For the attainment of that effect it is obviously necessary that the Imperial Decree should receive the same publicity in Canton as the Proclamation which it disavows. If, therefore, the Chinese Government have not already directed the publication of that Decree by Proclamation, Her Majesty's Minister has to request that this may be ordered by telegraph, in order that the Chinese people may fully understand that His Majesty entirely disapproves such discreditable acts as those advocated by the high Canton authorities.

Her Majesty's Minister should add that as his present information on this subject is limited to a telegram, he may have to again address his Highness and their Excellencies when he is in possession of fuller details as to the extent of the injury which has been occasioned by this riotous conspiracy.

Her Majesty's Minister avails himself of this opportunity to renew to his Highness and their Excellencies the Ministers the assurance of his highest consideration.
