(No. 193. Ext. 36.) My Lord,
Peking, September 30, 1884. WITH reference to my despatch No. 190 of the 26th instant, I have now thi honour to inform your Lordship that an Imperial Decree, couched in highly satisfactory terms, was issued yesterday, and appeared in the "Peking Gazette this morning, in which His Majesty expressed disapproval of the Proclamation issued by the high authorities of Canton, inciting Chinese to poison the French in the Colonies and elsewhere, and censured these officials for putting it forth.
The substance of this despatch was communicated to your Lordship by telegram. to-day.
