I understand that our Agreement is to come into force, for the reason that it has been formed upon the arrangement for the simultaneous putting into force of all the agreements now existing. I believe this subject is concluding, but Australia may be an exception to the present arrangement.

As to the suggestion made at 1.13, you will remember that on 7.0.0075/84 we drew attention to a difference between our Agreement and French agreement as to the limitation of the duties on infected wine. The L.D. in reply to the Most V (6722) referred to the favored nation clause and stated that it was not waiving it, although he is evidently contemplating only the case of other nations not now on the list, and not entering into the question of the spirit.

Unless you can understand the points to which I have referred, I should like, before deciding anything, to clear them up if possible, by private enquiry at the FO.
