No control is exercised over the Spirit trade. The spirit which is the chief competitor of the Siamese Govt spirit comes from Hongkong, some from Java. Spirit from Hongkong comes in British vessels, but being dearer has hitherto been unable to compete against it. It is undeniable that arrangements are to be made under the new Convention of March 6, 1883, in order that the stronger Chinese duty proposed by the Siamese Govt. may be made effective. A duty of seventy cents of Mexican per gallon would be unfavourable to the Hongkong spirit. This fact has been represented to the Foreign Office by this Agency. It has also been pointed out that the proposed scale of duty would entirely prohibit the import from Hongkong and would unfairly favour the Java spirit to the detriment of the Siamese consumer.
