The Committee recommend that the suggestions of the Registrar General be and that $740 for the increase in expenditure, being the difference between the present expenditure provided for in a seperate estimate, viz.: $2,880, and the proposed expenditure $3,620, be voted on the understanding that the Inspectors of Police under the Contagious Diseases Ordinance subscribe to certain conditions as to term of service for pension, and remittances to England.

(15.) Read: The Regulations for Government Scholarships, for the Study of Law, Medicine, or Civil Engineering in Great Britain, and a Minute by His Excellency the Governor.

The Committee express their approval of the establishment of such Scholarships.

ESTABLISHMENTS.

Colonial Secretary,

(1.) Read: A Minute by the Acting Auditor General (Mr. STEWART), relative to Mr. MITCHELL-INNES' Salary as a Passed Cadet.

The Committee recommend that a vote of $1,155.00, being Salary from the 10th April to 30th November, 1884, at $1,800 per annum, be approved, as Mr. MITCHELL-INNES has passed his final examination, and is entitled to a salary of $1,800 a year.

(2.) Read: A letter from Mr. MrTCHELL-INNES, applying for an allowance of $10 a month for a Chinese Teacher.

The Committee recommend that a vote of $80, being an allowance for Chinese Teacher from 1st April to 30th November at $10 a month, be approved, as it is highly important that Cadets should keep up their acquaintance with Chinese.

Stamp Office.

(3.) Read: A letter from the Postmaster General (Mr. LISTER), suggesting that the present Chinese Agency for selling Stamps, which costs $40 a month, be abolished, and that an allowance of $10 a month be made to the Shroff in the Post Office for selling Stamps at all hours and on holidays.

The Committee recommend that the vote of $70, being an allowance of $10 a month from 1st May to 30th November, 1884, be approved, in view of the report of the Postmaster General as to the advisability of the step.
