Memorandum by the Attorney General
The evidence both against and in favour of the eleven (11) prisoners whose extradition is demanded by the Viceroy is now complete, and the prisoners stand committed to be handed over to the Chinese authorities, or to be discharged, as Government may think fit to direct.
2. The duty of the Magistrate in a case of this kind is to proceed in the investigation of the charge against the prisoner in the same way as he would investigate
