I would further add that as the news Superintendent is necessarily inexperienced in the ways of the Chinese and in the varied gradations of Police life in Hongkong, it's highly desirable that his second in Command should be able fully acquainted with these points and be able to supply them with authoritative information from the first. I have further appended Certificates from Mr. Tremely, Mr. Ryan, &c.
