generally holds itself aloof from the existing complications between France and China. It is well known that the main object of Russia in this quarter of the globe is to secure some Port south of Wladiwostock, which would be free from ice throughout the year.
Mr Young will return to Peking after paying visits of inspection to the American Consulates at the several Chinese Ports. He informs me that the United States, like England and Germany, would view with strong disfavour any blockade or other interference by the French with the Treaty Ports.

Baron von Gutschmid, the German Minister, and Mr Ferguson, the Dutch Minister, have also recently visited me here. Their views on Chinese affairs agree generally with those which I have expressed.
