Mr. Young has been
my guest at the Government
house for several days, and I have had much conversation with him on the
present situation
of affairs in China. It is intimately acquainted with Sir Harry Parkes, and holds similar opinions with those
expressed in
his dispatches
on the relations between France and China, and the present condition of the Chinese Empire.
He
agrees
with Sir Harry Parkes
that
that it is as
yet
too soon to
foretell with any degree of
certainty the ultimate effect
on
the
prospects of peace or war, the recent change of Ministry at Peking; if indeed the phraseology of European politics can be properly applied to an Asiatic despotism.

Mr Young has
succeeded in procuring the payment by the Chinese Authorities of the indemnity
claimed
by certain American
Citizens for damages sustained during the riots at Canton of last September. The English
