Memorandum by the Acting Colonial Surgeon
on 9th January, 1883, Dr. Whitehead was reported by Mr. Russell (then Protector of Chinese, now a Judge of the Supreme Court) for neglect of duty, and in September of the same year, by the Colonial Surgeon, for instigating certain women to resist the examination, which they were called upon to undergo in the Case.
On this latter occasion, he was informed that, when the time should arrive for his retiring from the service of the Colony, these demerits would be considered with a view to the reduction
