Mr. Whitehead's conduct during the period in which he has been employed in the service of the Colony in connection with the Contagious Diseases Ordinances, has, as I am informed, been in many respects, far from satisfactory. I enclose a Memorandum on this subject by Mann Stewart, Registrar General, now acting as Colonial Secretary.

In pursuance of the advice of the Executive Council, I now have to request Your Lordship's sanction for the annual payment to Inspector Whitehead of the sum of $90 (Ninety dollars) as half-pension, and a compensation allowance of $400 (Four hundred dollars); the latter to continue for two years only, unless further provision...
