Claim the treated under the Regulations affecting Policemen. Those Regulations left us discretion or controlling power to the Levy of state. As far as I can judge the Gov. Has Council have taken some pains under the 5th Reg: to decide whether his conduct has "not been uniformly good", or "decidedly bad," "in the absence of any further papers than this I should be inclined to adhere to the rule, which you have established on other papers of not interfering in Police Pension cases.

At the same time I should have thought it was questionable whether it was desirable that men should be practically in one Department, nominally in another, & get the privileges of the latter.

It is better to adhere to the rule.
