Section 6 is in substitution for Section 7f of the old Ordinance. The exception of Chinese letters from the operation of the Section is removed in consequence of representations from the United States Government complaining of the large numbers of Chinese letters taken to San Francisco from Hongkong otherwise than through the Post Office.
Section 9 is in substitution for Section 10 of the Old Ordinance, and alters the character of the limitation placed upon the powers of the Governor in Council with reference to the making of orders to regulate rates of postage. This change is made upon the suggestion of the Post Master General.
Section 11 recognizes the Postal Guide published by the Post Master General.
By Section 20, the gratuity payable on letters transmitted between Hongkong, Canton, and Macao is lowered to one cent.
