From this report it

will be seen that Mr. Holden is

totally unfit to undertake the duties for which he was appointed to discharge. As he is altogether destitute, I have reluctantly determined, with the advice of the Executive Council, to send him home at the

expense of the Colony.

It is hoped that for the

future greater

care will be

taken in the Medical examination

of persons sent out to Hongkong, as cases like the present give rise to much public dissatisfaction,

and cause

great delay and

inconvenience to the Public Service, in addition to involving the Colony in considerable and apparently avoidable expense.
