Council, I am certainly of opinion
that it would be better that Mr. Dudley should remain in active training for his future duties, during, at least, six months before coming out to Hong Kong. The Acting Superintendent now in charge is carrying on the ordinary routine of the Victoria Gaol in a satisfactory manner; and it is obviously of primary importance that the new Superintendent should have such practical experience of modern penal discipline that the Government of this Colony can with confidence entrust to him the initiation of that system.
8. In conclusion, I will only repeat that Mr. Dudley, on his arrival here, will receive all proper assistance and support from the Staff.
