While assuring Your Lordship that I shall afford every assistance and support to Mr. W. Cecil Dudley on his arrival, and while recognising the justice and expediency of occasionally promoting officers from one Colony to another, I dare not conceal the fact that the news of this appointment has not been received with satisfaction by the Members of the Executive and Legislative Councils, and by others interested in the permanent welfare of this Colony.

It will be remembered that it has been frequently pointed out in previous Despatches, that, in many respects, Hong Kong has long served as a sort of Alsatia for Southern China; and that this condition of affairs is likely to be intensified in the future, owing to increased facility of communication,
