I am of opinion that a change to a cooler and more bracing climate would be highly desirable.
I have therefore recommended His Excellency to spend at least two months in the highlands of Japan and whilst there, to use the hot Mineral baths which have been found so efficacious in Chronic Rheumatism; which troublesome disease has attacked the Governor's injured Limb.
