Again is it right when selecting Lay Members of the Board to select
one of them the intimate friend and connection by marriage of one of the
medical members when active
and outspoken hostility to Dr Fisher is notorious? The gentleman referred to
is most able, most conscientious, but-- still he is human, and liable to human weakness, and prejudices, and however proper a member
for the Board in future, would not be above the suspicion of
unconscious bias now.

of you to lay this letter before His Excellency the Governor at the earliest possible moment and to move him to suspend
the publication of The Medical Registration Ordinance and the
appointment of a Board thereunder until the whole matter can be re-
considered, and if need be submitted, as Dr. Fisher proposes to submit it, to the consideration of the Secretary of State for the Colonies.
