I am encouraged to do so because the Attorney General in addressing the Legislative Council on the Bill and with special reference to the composition of the Medical Board is reported to have said: "It is very important with reference to certain objections which have been made on behalf of Dr. Fisher that the constitution of the Board, at all events at the outset and at the only time when any professional jealousy or any unfair influence can possibly be brought to bear upon Dr. Fisher or any other Medical practitioner who may happen to be in the same position, it is of the utmost importance that the constitution of that Board at this particular time should be one which will have the thorough confidence of the public."
I am entitled, I think, to take these sentences as embodying the views of the Government, and as evidence of a desire on the part of His Excellency the Governor to be scrupulously fair to Dr. Fisher and to all others in a similar position and to appoint a board whose members shall be absolutely above suspicion.
I regret to say that the constitution of the Board is not such as to remove the objections raised by Dr. Fisher, nor such as to give thorough confidence to the public.
