for His Excellency's consideration that the resolution dispensing with the formalities required by 32 of the "Standing Rules and Orders
Order 13 of the Legislative Council, as to notification and publication,
publication, was moved or adopted by the Legislative Council in regard to this Medical Registration Ordinance, and that, this not having been done, the irregularity complained of is not now remediable.

With reference to the Medical Registration Ordinance passed by the Legislative Council on Sunday last the 2nd April instant and to the Medical Board to be appointed under that Ordinance I am directed by Dr. Fisher and the Medical Practitioners affected by the provisions of that Ordinance to submit for the consideration of His Excellency the Governor certain observations on the composition of that Board.
