The Woyne, and by passing the Supplementary Examinations he acquires a claim under the conditions of The agreement which he signed at home. However, I entirely agree with Mr Clewart and Mr Fraser Rumball in the opinion that the proper arrangement would be that for Mitchell Jones should be appointed Assistant Registrar General, and Mr Osmund Grist, Clerk in the Marine. The efficiency of the Department would thus be much increased.

he will be employed either as an "Assistant Clerk" or in such Department as may require his services, at a salary of $1800 per annum, with the usual allowances, and will be considered eligible for promotion in the Service of China & Hongkong on the occurrence of any vacancy which he may be deemed
