5. It occurs to me that the best
way of reconciling the conflicting claims
of Mr Mitchell-drues and Mr Omme
and at the same time.

efficiency of the Department, would
be to abolish the post of Registration
Clerk, re-arrange the work of the Office,
promote Mr Omund to be First Clerk, and make Mr Mitchell-drus Assistant Registrar General.
6. For two reasons I do not think it is desirable that Passed Cadets
should rank as clerks. Having preferential claim for the higher appointments in the Service, they would be liable to removal at any
moment. The work is the same latterly, and the continuity of the
Office Work would thus be liable to constant interruptions. In the second place, their education and training
fit them for higher duties than those connected with routine and clerical
work.
7. One objection that might be urged against the present proposal
is that Mr Mitchell dues is as
liable to removal from the new post
as he would be from that of First Clerk; but the office of Assistant
Registrar General would be one
peculiarly suited for a Passed Cadet,
and, as the succession of such Cadets is now secured, it would be possible to get one of them for the appointment
