I propose to appoint Mr. Mitchill as Assistant-Registrar General, and Mr. Osmund to be First Clerk on the salaries recommended by Mr. Justice Russell and Mr. Stewart, subject of course to be voted by the Colonial Legislature. I now submit these appointments for Your Lordship's approval.
