Parkes begs to apprize their Excellencies of his having received telegraphic information that, in consequence of an insurrection having occurred at Hui Chow, the Viceroy of the Two Kwang applied to the Government of Hongkong to take measures to prevent the insurgents obtaining supplies of arms and gunpowder from that Colony, and that the Governor, in order to show the good feeling of Her Majesty's Government towards that of China,
