the Honourable J. M. Price, Surveyor General of Hong Kong,1 by the principal residents of this Colony, assuring him of their sympathy and the continued confidence of the Community.
2. I also informed Your Lordship that Mr Price had addressed a letter to the Colonial Secretary, in which he thought himself absolved by the Chief Justice from all imputation, on behalf of his Department, "the 3 Copies" and deprecated the appointment of a "Commission of Inquiry".
Accordingly, with the advice of the Executive Council, I appointed a Commission, consisting of the Attorney General, The Treasurer, and Mr Bulkeley Johnson, (an unofficial Member of the Legislative Council.)
I now transmit, for Your Lordship's information, copies of the Report of this Commission; which entirely exculpates Mr Price and his Department.
