with the advice of the Executive Council I submitted the suggestion of the Board of Trade for the opinion of the Attorney-General, whose report I now transmit.

It will be observed that the Attorney-General considers that, while the Regulations at present in force are working without practical hardship being felt, any changes in the directions suggested by the Board of Trade would seriously imperil the efficiency of an Ordinance vital importance to a community circumstanced as is that of Hongkong. In this opinion the Executive Council fully concur.

It has not therefore been thought desirable to make any alteration in the Regulations in question.
