(with copy of newspaper cutting, which can be taken from copy of the Newspaper in the Library) together with 6171, and ask 7.0. what instructions should be sent in regard to the future (see par. 6) adding that Lord Derby proposes to approve the revoking Governor's action in issuing & the revok the present proclamation. [I presume this need not go to W.O., and that the approval of the measures taken proposed in 6171 should wait Sir R. Herbert's minute "arrange with 7.0. some answer to this despatch till we get from Rm 2574 G.W. d. 23 April and. 23 Buist af 25 D. AL. 25.
