I would be pleased to recommend that my passage money be refunded to me, seeing that it has already been granted to me and that I should have drawn it but for the fact that I had reason to believe that the appointment of Police magistrate would not be given to me.
I would also request that I be allowed to reckon your Lordship's attention to the fact that at the time such refund was granted my salary, including an acting appointment, was under £400 a year, and I submit that it would be hard to allow the fact of my having left the Government service for a few months under the circumstances I have related, and my having been afterwards appointed in my term of service to a higher post in the Government service, viz: from October 1882 to August 1883.
I would also draw your attention to the fact that it was the same service that prevented me from obtaining such refund.
