In this view the members of the Executive Council, before whom the matter was brought, have expressed their concurrence;

The Attorney-General has expressed the opinion that this should be regarded as a case of promotion, and that a liberal construction should be placed on the Colonial Regulations.

I would also submit to Your Lordship's favourable consideration Mr. Wise's reasonable request to be allowed to reckon in his term of Government service the period from October 1882 to August 1883 during which he held the post of Clerk to the Chief Justice.
