Deal with, Mr. Johnson cannot be allowed to reckon his service as Clerk to the Chief Justice for Pension. Last he made any stick claim Is the passage money. It may be argued on his behalf that but for the delay in the Affidavit he would not have resigned the Clerkship & his service would have been continuous, that in consequence of (unavoidable) delay on the part of this office which led him to believe that he would not get the Affidavit, he has lost not only the passage money but nearly three years Pension. The matter is one of grace and it might be allowed the one if not both.
The members of Executive Council appear to recommend the grant of the Passage money, but the Attorney General would apparently give him both. Barrington allowing him the Passage money as a concession in deference to the opinion of Executive Council.
