Not sure that the delay
in appointing Mr Wise (probationally) as Police Magistrate, which thus caused a break in his service, affects the justice of his claim for the passage money.
He was only entitled to the passage, if he retained his Clerkship at least 3 years, which he decided to give up the place wholly independently of any prospects of getting the Magistracy, an appointment of too high a salary to carry passage – and I submit that the claim for the passage money should be refused.
Neither can the break be allowed between his two services.
