Siam; and if not whether a tax equivalent to 12 cents per gallon is levied on Siamese spirit;
(2) Whether in the duty proposed to be levied on Dutch and Hongkong Spirits respectively, that part of Article 1 of the Agreement of April 6, 1883, has been duly observed: which states that, "Spirits exceeding ... in alcoholic strength spirits manufactured in ... aforesaid may be imported and sold upon payment of such duty and of a proportionate additional duty for the excess of alcoholic strength above the Siamese Government Standard?
